Prevent the use of the 'Stop' button during initiation of an outbound call (bug fix).

Agent changes

Prior to this version, an agent who had clicked Dial on the dialler was able to click Stop during the initiation of the outbound call. 

This could result in the dial entry returning to the dial list cache where it would be offered to another agent even though the outbound call had already been made.

This version disables the Stop button until initiation of the outbound call completes.  It is still possible for the agent to click Stop once the call is in progress.
