Agents are unable to initiate background pending entries refresh (bug fix)

Enabled by default.

Agent changes

Prior to this release, if the agents did not have edit permission to some of the fields in the dial list object, they were unable to initiate the background refresh of pending entries. This has been fixed in this release.
